On September 11, JCP lawmakers and local officials questioned MLIT about shield machine stoppages in the Chuo Shinkansen maglev line’s Kita-Shinagawa (9.2 km) and Onoji (12 km) sections.
MLIT explained that in Kita-Shinagawa, an unusual sound on July 29 halted excavation, with the cause under investigation; in Onoji, the machine stopped on July 31 after hitting hard ground but resumed after cutter adjustments. However, JR Central only disclosed these stoppages on August 17 and 24, respectively. Participants criticized: “[Translated quote] This is far too late. Hasn’t MLIT asked JR for an explanation?” MLIT pledged to “[Translated quote] urge JR Central for careful, appropriate responses.”
Shinagawa Ward Councilor Hiroko Suzuki also highlighted: “[Translated quote] JR Central cuts off explanation meetings after one hour, limits participants even for residents and non-partisan councilors—there’s no thorough explanation.” MLIT committed to “[Translated quote] tell JR Central to change the number limit when making requests.”
