Estimating the real cost of future Maglev projects

Hi everyone.
I was going through a few discussions about North American projects and noticed that construction costs are often quoted, while the final cost can be quite different once factors such as infrastructure, land acquisition and operating costs are taken into account.
This got me wondering whether there are relatively simple methods for obtaining an estimate that is as close as possible to the actual cost of a project. And also whether there is a way to compare the initial project estimate with a more comprehensive estimate that includes infrastructure, land acquisition, operation and maintenance costs.
I’m not sure if I’m explaining myself clearly.
